U.S. Highway 90 Business - Westbank Expressway

Future Interstate 49 - Unsigned Interstate 910

The Westbank and Pontchartrain Expressway portions of Business U.S. 90 are presently in consideration for an upgrade to Interstate 910. The designation is on hold as LADOTD is still evaluating the benefits of such a designation as opposed until waiting for the completed Interstate 49 extension.

A major reconstruction project replaced the twin two lane viaducts of the Pontchartrain Expressway with the modern six-lane elevated freeway between 1993 and 1994. The roadwork resulted in the creation of the reversible HOV-2 viaduct that travels from downtown New Orleans to Gretna via the Crescent City Connection Bridge.

Westbank Expressway Frontage Road eastbound
Louisiana 3018 trailblazer on the eastbound frontage road, with Mac Arthur Boulevard in the background. Underneath the twin viaduct, is a bicycle/pedestrian path. The pathway continues through and beyond the Harvey Tunnel to the east. Photo taken 08/02/02.
Business U.S. 90 eastbound frontage road traffic splits for the Harvey Tunnel and the frontage road east to Destrehan Avenue (Louisiana 3018) in this scene. The frontage road mainline travels underneath the canal while a spur serves Louisiana 3018 along the canal area above. Photo taken 08/02/02.
The original Business U.S. 90 roadway, now the frontage roads, descend beneath the Harvey Canal via the Harvey Tunnel. This eastbound photograph looks at how the frontage roadways converge for the canal undercrossing as the Westbank Expressway viaduct soars high above. Photo taken 08/02/02.
The frontage roads of Business U.S. 90 are about to enter the Harvey Tunnel. Lane signals can be seen on the portal facade. Photo taken 08/02/02.
Entering the Harvey Tunnel on the eastbound frontage roads. A sidewalk is available for pedestrians wishing to cross the canal. The stairs and hand rail to the right and left represent those walkways. Photo taken 08/02/02.
Underneath the Harvey Canal overcrossing, is the original Business U.S. 90 crossing, the twin tube Harvey Tunnel. This photograph shows the eastbound bore, carrying two lanes with no passing allowed. Photo taken 08/02/02.
Approaching the eastbound departure from the Harvey Tunnel along the U.S. 90 Business service road. The two service roads converge at the tubes, but otherwise parallel either side of the viaduct above. New Orleans metropolitan area is home to two underwater tunnel facilities: the Harvey Tunnel and the nearby Louisiana 23 southbound/Belle Chase intracoastal waterway crossing. Photo taken 08/02/02.

The eastbound Business U.S. 90 frontage roads again rejoin their original placement alongside the viaduct above. A U-turn ramp is in place for traffic to access the westbound frontage road and the Harvey Tunnel. Meanwhile high above is the one-half mile overhead for Exit 7 of Business U.S. 90. Photo take 08/02/02.
An off-ramp from the Westbank Expressway is placed behind the camera in this photograph, as Exit 6 from Business U.S. 90 is for Manhattan Boulevard. Meanwhile frontage road traffic is afforded a return ramp to the freeway beyond the Manhattan Boulevard traffic light. Photo taken 08/02/02.
After taking Exit 7 from Business U.S. 90 east, traffic again utilizes the frontage roads. In this photograph, Louisiana 23 trailblazers are in place for the upcoming intersection with Lafayette Street. Photo taken 08/02/02.
At the intersection in the above photograph, is this set of weatherworn shields for Louisiana 23 and the Mississippi Great River Road. The Great River Road is compiled of a series of routes that parallel the Mississippi River on each bank. Louisiana 23 is the southernmost leg of this nationwide system of highways, as it travels the furthest south along the Mississippi of any other route in Louisiana. The southern terminus of Louisiana 23 occurs 72 miles to the southeast in the town of Venice. Other highlights along the state highway include the southbound Belle Chase Tunnel at the Intracoastal Waterway. Photo taken 08/02/02.

Ramps to the Westbank Expressway from General De Gaulle Avenue (Louisiana 428) westbound near the New Orleans/Gretna city line. General De Gaulle Avenue composes the main arterial through southeastern New Orleans. The state highway carries four to six lanes between Louisiana 407 (Woodland Highway) and Business U.S. 90. The Greater New Orleans Bridge was repainted during the year 2002 and 2003. The rusted 1958 span is now colored similarly to the 1988 Crescent City Connection Bridge to the east. Photo taken 03/20/02.
A revisit to Woldenberg Riverfront Park during late afternoon. A thundershower was in progress to the southwest, as lightning straddled the skies above the Crescent City Connection & Greater New Orleans Bridges. The wake from a passing ship races towards the Mississippi River's edge. Photo taken 08/02/02.
